What SAM.gov registration is

SAM.gov registration is the federal government's vendor registration system. Every business that wants to bid on federal contracts, or get paid for them, must hold an active SAM.gov registration. Compliance gets you to the starting line. Findability is what the registration mills never mention.

Before an agency buys anything, someone runs market research. Contracting officers search SAM.gov and SBA Small Business Search, formerly DSBS, for firms that look capable of the work. Those searches run on NAICS codes, keywords, and capability narratives. A technically complete registration with the wrong codes, empty keywords, and a stale narrative never surfaces. The buyer does not conclude you are hard to find. The buyer concludes you do not exist.

The registration itself is still mandatory.FAR 4.1102requires offerors to be registered in SAM at the time an offer is submitted, andFAR 52.204-13requires you to keep that registration current through final payment. That is the floor. The searches buyers run every day are decided well above it.

Starting from zero

New registration: what you need

Six things, gathered before you start, keep the process from stalling in validation.

  1. Legal business name and physical address

    Exactly as they appear on your state filing. A one-word mismatch is the most common validation stall.

  2. Unique Entity ID

    The UEI is assigned during registration. It replaced the DUNS number as the government-wide identifier, and there is nothing to buy.

  3. Entity validation documents

    Formation records, proof of address, and name-change paperwork if the name ever changed. This is theentity validation step, and clean documents are what make it fast.

  4. Banking details for EFT

    Routing and account numbers for electronic funds transfer. This is how the government pays you.

  5. NAICS code selections

    The codes buyers search before they search anything else. Chosen well, they are strategy. Chosen from a dropdown in a hurry, they are the reason firms stay invisible.

  6. Representations and certifications

    The legal statements about size, status, and eligibility that ride along with every offer you submit.

Once validation clears, a CAGE code is assigned automatically. You do not apply for it separately and you do not pay for it.

Every 12 months

Renewal: the clock nobody owns

Your registration expires 12 months from its approval date. Renewal is free. The damage from missing it is not.

An expired registration breaks things quietly. You cannot receive new awards. Invoicing and payments stall. Exercising options on existing contracts gets complicated at exactly the moment it should be routine. Start the renewal about 90 days out and none of that ever happens.

Renewal is also the one moment each year when someone is already inside the profile. That makes it the natural time to fix codes, keywords, and the capabilities narrative, rather than blindly re-certifying the same stale data for another year.

  • No new awards. Agencies cannot make a new award to an entity without an active registration.

  • Payments stall. Invoicing runs through your SAM record. A lapse puts money in limbo.

  • Options get complicated. Contract actions that should be routine start requiring explanations.

Complete, but invisible

The profile passes every checkbox, and the keywords never match how buyers search. Buyers type the thing they need to buy. Most profiles describe the thing the firm likes to say about itself. Those two vocabularies rarely meet.

Codes

Codes that describe you, not the buy

Firms pick NAICS codes from what they do all day. Agencies award under the codes they buy under, which are often different. A registration filed under the wrong codes competes in searches nobody in government is running.

The clock

Nobody owns the renewal date

The 12-month clock runs from your approval date, not anything on your calendar. When nobody owns it, the registration lapses silently, and the lapse usually surfaces mid-pursuit or when a payment fails.

How much does SAM registration cost?
Nothing. Registering and renewing in SAM.gov are free, and no third party can change that. What firms pay for is expertise: code strategy, keyword work, and a capabilities narrative that make the free registration worth having. Anyone charging you for the registration itself is charging for a free transaction.
How long does registration take?
Plan on several weeks end to end. Entity validation is the variable: when your documents match your state filing cleanly it can clear quickly, and a mismatch can add weeks of back and forth with the Federal Service Desk. Start before you need the registration, not the week a bid is due.
How often do I renew?
Every 12 months, measured from the date your registration was approved. Renewal is free. Most firms treat it as a chore. It is actually the best moment each year to fix codes, keywords, and the narrative instead of re-certifying stale data.
My registration expired. What now?
Renew it the same way you would have before it lapsed. There is no penalty fee. But until the registration is active again you cannot receive new awards and payments can stall, so treat it as urgent. Once it is back, put the next renewal date on a calendar someone owns.
What is the difference between a UEI and a CAGE code?
The UEI is the government-wide ID that SAM.gov assigns your entity during registration. The CAGE code is a separate five-character ID assigned by the Defense Logistics Agency once your registration validates. You get both through the same registration, and you never buy either.
Is that renewal email a scam?
Check the sender. Official SAM correspondence comes from sam.gov and other .gov addresses, and it never asks you to pay for the registration, because the registration is free. Urgent renewal emails from commercial addresses quoting a fee are marketing at best and fraud at worst. Delete them.
Can I do all this myself?
Yes, honestly. SAM.gov is built for self-service and the registration is free. What a professional pass adds is the buying-side view: the codes agencies award under in your space, the keywords their searches contain, and a narrative written the way market research reads it. Registered you can do alone. Findable is harder.
