The City of Seattle keeps pre-qualified lists, called rosters, of consultants that any City department can hire directly for specialized work without running a formal, advertised bid. Once approved to a roster category, departments can place contracts with you below the program threshold by direct selection or a quick informal request. Most categories carry a small business priority, and there is no head-to-head bidding to get approved.
Small consulting firms that qualify as a small business concern under SBA size standards and can show three or more completed projects in a category. The bar to apply is low: confirm your key personnel hold the right licenses or credentials and upload a recent Statement of Qualifications in resume style. You do not need a Seattle business license or insurance to apply - only once a department selects you for a contract.
When 15 or more qualified small firms apply to a category, that category is reserved for small business concerns only - the program is built in your favor. Apply to every category you can honestly support; you can reuse the same three project examples across rosters. Getting approved is only step one: departments fill roster work by direct selection or quick informal request, so once you're on, market yourself directly to the departments that buy your services.
